It is not surprising to find new or serviceable laboratory equipment lying idle in many institutions for the simple reason that no one is available either to install or repair the equipment. In most cases for the new but idling equipment, as our organization has noticed, the equipment is donated or purchased from dealers who do not have personnel with the appropriate technical expertise.
For donations, the equipment may have been supplied without proper arrangements being done on who should install. It is usually assumed that the recipient of the donation has the capacity to install once the equipment is donated. With this assumption, follows the dilemma most institutions find themselves into thereafter.
For serviceable but idle equipment found in institutions, it is either due to unavailability of spares, lack of qualified personnel who can effectively maintain the equipment or lack of proper after sale service arrangements.
